Brief: The construction of the Galaž Industrial Park project was approved by Government Decree No. 65 of 30 January 2001 and Ministerial Decree No. 270 of 10 September 2002 issued by the Ministry of Public Administration and the Interior of Romania. With a total investment of more than 3 million euros, the project will be provided by the Romanian government for infrastructure construction in the industrial park, such as road construction, water supply, gas, electricity and communication networks. Construction of the Galatz Industrial Park will begin in September 2004 and be completed in June 2005.
The proposed Galats Industrial Park covers an area of 21.8 hectares, which is mainly used to attract various domestic and foreign enterprises to the industrial park for capital investment, research and development, production of new products with high added value and business operations, so as to introduce advanced technology and ecological industries, such as information technology, communication industry and electronics industry, including service industries to replace the existing local traditional metallurgical and shipbuilding industries.
Details: The industrial park has convenient transport links to the 2B national highway Galats-Giurgiulisiti, rail transport connects the European Union and the CIS, as well as some Asian and European countries, connecting inland transport rivers. A bridge is proposed on the upper Danube, less than 15 km from the industrial park, and an international airport about 20 km away.
A package of services is available in the park
1. Galats Industrial Park provides investors with communications, park supervision services, transportation (transportation of investors, products or raw materials), public relations, banking, information basic materials, personal credit, administrative management (lawn management and maintenance, cleaning, leasing, warehousing and other businesses in the park), medical care, fire protection facilities and citizen protection services;
2. Provide the following consulting and agency services for domestic and foreign investors to set up companies in the park: rental and purchase of real estate, infrastructure and equipment maintenance, local effective law, finance, etc. Provide various business services such as guides, catalogs, advertisements and commercial information. In order to attract more investors to invest in the industrial park, special design and other facilities and services are provided according to the needs of investors for rented office and production space.
The business scope that can be operated in the industrial park according to local laws is:
1. Import and export business, warehousing, commodity classification, packaging, processing, assembly, testing and maintenance, domestic and foreign transportation services, holding various conferences and exhibitions, stock market trading, financial industry, banking, commodity inspection and other services.
2. In the industrial park, all kinds of investment business can be carried out. The first stage of investment can be invested in the following industries: information technology, steel processing, shipbuilding, food industry, video industry, biotechnology, which can mainly adopt flexible investment methods according to the needs of investors' own business development.
In accordance with Law No. 571 of 22 December 2003 and Decree No. 44 of 22 December 2004, investors are entitled to the following preferential policies:
1. Before December 31, 2006, investors in construction, infrastructure and public facilities projects in industrial parks such as transportation, power distribution, thermal power, natural gas and industrial water are exempted from 20% profit tax, and land and housing are not taxed.
2. All those who invest in the construction of houses and other buildings in the industrial park can be exempted from local tax;
3. All those who invest in industrial parks can enjoy exemption from land tax;
Pursuant to Order No. 292 of the Local Council of the City of Galaţ of 30 September 2003:
4. Approve the issuance of municipal planning and construction permits within 15 days;
5. Provide support to the company in the construction of transportation roads;
6. Small and medium-sized enterprises in the park can give priority to renting or purchasing assets owned by economic and commercial companies under the local authorities;
7. Enterprises carrying out self-produced product promotion activities and business operations in the park will be given priority when renting public space;
8. Products produced in the park can be reduced by 50% tax and advertising land tax halved for product advertising in Galatz City, and the period of advertising is 3 months;
9. Free product advertisements in Galatz information publications;
10. The rent for business activities in the park is:
Land 0.1 euros/m²/month;
0.8 euros per square meter / month for production land;
Office and management space 0.8 euros/per square meter/month;
Platform in the warehouse 0.4 euros / per square meter / month;
Outside the warehouse platform 0.3 euros/per square meter/month;
Terminal warehouse platform 0.5 euros/per square meter/month;
11. The tax rate for employees is as follows:
5% discount for employees over 50;
10% discount for employees over 100;
15% discount for employees over 150;
20% discount for employees over 200;
12. The lease period of land and houses leased by domestic and foreign legal persons in the industrial park shall not exceed 30 years, and shall be determined according to the amount of investment or the development of the investment business.
