Project objective: The project development objective is to improve customs efficiency and reduce trade costs.
Details:
Component 1:
Modern customs construction. This component will support the modernization of customs processing systems (CPS), associated technology infrastructure and internal capabilities to manage and operate complex information and communications technology operations (ICT) to ensure that they contribute to operational efficiency, integrity, accountability and organizational performance.
Sub-component 1.1:
Customs processing system. This sub-component will include the development and implementation of the core CPS through the designation of a turnkey supplier. The CPS system will be built primarily on commercial-off-the-shelf (COTS) solutions, providing a complete platform for developing core functions that will be customized to the specific operating environment in the Philippines. The guidelines will include the following features: trade management and registration; Creation, submission, and processing of declarations; Inspection of goods; Responsibility suspense regime; Tax payment, accounting and other payment systems; Clearance and release; Comprehensive tariff management; Risk management, including using big data analysis; And regular and on-demand reporting.
Subcomponent 1.2:
Modernization of noninvasive testing. The subcomponent will enhance fraud and contraband detection capabilities, streamline the overall inspection process, reduce the time it takes to release legitimate trade, and modernize the inspection process. This will be achieved through the establishment of two Remote Image Analysis Centres (RIAC) in existing facilities.
In addition, the sub-component will provide the following technical assistance:
(I) Define scan usage policies to optimize the use of existing scanning equipment and the deployment of new technologies;
(ii) Optimize the deployment scheme of boc scanner;
(iii) To strengthen the effective management and operation of modern technologies and processes.
Subcomponent 1.3:
Data center and network connectivity. The sub-component will provide the space, equipment and connectivity needed to run the customs processing system, RIAC and back office systems. This sub-component will upgrade the equipment and connectivity required by the office to effectively connect to the new ICT system. In addition, the child component will support space for two separate data centers. Due to climate change, data centers will be located in earthquake-resistant and typhoon-resistant areas. In addition, to ensure business continuity, the data center will act as a disaster recovery center and have structural features capable of withstanding earthquakes and floods.
Component 2:
Organizational development. This component will support modernization initiatives to move towards a modern customs administration. The new CPS will introduce modern customs procedures, which will create new responsibilities and demands for employees. As a result, this part of the upgrading back office will involve enterprise resource planning for ICT systems, support for organizational and structural reviews, development of human resource management and development strategies and tools, and preparation of new customs training courses.
Sub-component 2.1:
Management system An enterprise resource planning system. The sub-component will also designate a turnkey supplier to develop a back-office enterprise ERP system. The back-office management system will have the following administrative systems: financial management (expenditure management) integrated with the central bank and Treasury systems; Employee wages that are paid regularly; Human resource management for career planning, including case management; Support asset management solutions for all core productive assets of bank of China nationwide.
Sub-component 2.2:
Organizational modernization. This sub-component will support institutional structural changes to ensure that the organizational model and staffing requirements are consistent with the enhanced functional responsibilities under component 1.
Component 3:
Project management and implementation support. CPS and ERP implementations include complex ICT implementations that require a robust methodological project management approach to ensure the success and timely delivery of ICT solutions. To support the management modernization process, the department will also fund project Supervision and Quality Assurance (PSQA) consultants to manage and provide quality assurance support during project implementation.
