Brief introduction:
Project objectives: Improve operational safety and oversight of air transport and related infrastructure, enhance sustainability and climate resilience of project roads, and respond immediately to eligible crises or emergencies when they occur.
Component A: Investment in infrastructure at Honiara and Munda airports.
Component B: Marata Road improvement and maintenance programme. The proposed investments are all aimed at existing roads, with a focus on improving their resilience to climate change. All activities proposed under this component are aimed at enhancing the climate resilience of the Marata Road network through site-specific improvements and strengthening the overall system status through adaptive maintenance measures.
Component C: Project implementation support. The project support team will be located in the Ministry of Transportation and Aviation to provide support for the project preparedness and implementation (including training for the Preparedness emergency Activity Component E). In addition, existing PAIP technical and trust services units will provide support for PST procurement, financial management, safeguards, contract management, monitoring and evaluation, auditing, communication subscription network connectivity and technical guidance, especially for aviation services. Two persons, a Community liaison Officer and a National Security Commissioner, are being recruited to support the Maletta Road project.
Component D: Emergency response. The purpose of this Emergency response component (CERC) is to provide a rapid response in the event of a qualified crisis or emergency, allowing project funds to be reallocated through application to support emergency response and reconstruction.
