As an important cooperation project between China and Cambodia, the Xigang Special Economic Zone has received great attention from the leaders of the two countries and government departments at all levels, and on December 13, 2010, the two governments officially signed the Agreement between the Government of the People's Republic of China and the Royal Government of Cambodia on the Sihanoukville Special Economic Zone in Beijing, which established the legal status of the West Port Special Economic Zone. On June 13, 2012, He Guoqiang, then member of the Standing Committee of the Political Bureau of the CPC Central Committee and Secretary of the Central Commission for Discipline Inspection, jointly unveiled the plaque of the Xigang Special Economic Zone with Prime Minister Hun Sen of the Kingdom of Cambodia during his visit to Cambodia. At the same time, under the bilateral framework agreement, the first meeting of the Coordination Committee of the Xigang Special Economic Zone was held in Wuxi on December 4, 2012, marking the official launch of the long-term coordination mechanism supported by the bilateral governments to promote the development of the Xigang Special Economic Zone. On January 27, 2014, Zhang Xiangchen, Assistant Minister of Commerce of the People's Republic of China, and Soh Qingda, Secretary-General of the Council for the Development of Cambodia, co-chaired the second meeting of the Coordination Committee of the Xigang Special Economic Zone in Phnom Penh, laying a good foundation for the rapid development of the Xigang Special Economic Zone.

With the strong support of the two governments, the Xigang Special Economic Zone has developed rapidly. At present, the 5 square kilometers area of the Xigang Special Zone has basically realized roads, electricity, water, communications, sewage discharge (five links) and peaceful land (one level); Correspondingly, production and living facilities are followed up simultaneously. It has not only introduced a "one-stop" administrative service window composed of representatives of the Cambodian Development Council, the Ministry of Commerce, Customs, Commodity Inspection, Labour Bureau and Sihanoukville Provincial Government, but also introduced customs clearance logistics companies and Cambodian Canadian Chinese Bank to provide efficient and comprehensive services for enterprises entering the area; At the same time, it cooperated with Wuxi Commercial Vocational and Technical College to jointly build a training center in the Xigang Special Economic Zone. According to the human resource needs of enterprises entering the area, the training center provides language training and skills training, and has carried out 9 training sessions with remarkable results.

The SAR has introduced 102 enterprises including industrial and service industries, respectively from China, Europe, the United States and Japan and other countries and regions, 84 have produced and operated, employing 16,000 people in the zone.

On April 23, 2015, when meeting Cambodian Prime Minister Hun Sen at the Bandung Conference, Chinese President Xi Jinping proposed that "we should strengthen infrastructure connectivity and cooperation within the framework of the 'Belt and Road' and operate the Sihanoukville Special Economic Zone".
