Tax and tariff benefits

China-Belarus Industrial Park will provide investors with: the "10+10" tax preferential model: enterprises entering the park are exempted from various company taxes for ten years from the date of registration, and the tax will be halved within the next ten years after the expiration of the ten-year period;

According to the "10+10" model, enterprises are exempted from entering the park:

- Income tax on profits derived from the sale of goods (works, services) independently produced in the China-Belarus Industrial Park;

- Real estate tax on buildings and buildings in the Sino-Belarusian Industrial Park;

- Land tax on private land within the Sino-Belarusian Industrial Park;

exemption from customs duties and value-added tax on goods brought into Belarus by enterprises entering the park for investment projects in the park;

Preferential treatment for the incoming shipment of equipment (ancillary parts and spare parts), as well as raw materials produced in the non-customs union (in case the production quantity of the customs union country is insufficient or its products do not correspond to the technical characteristics of the investment project);

The tariff regime of the free customs territory exempts customs fees (customs duties, VAT, excise taxes) when importing goods (raw materials) for processing and export outside the borders of the Customs Union in the future;

Preferential treatment for employees of enterprises in the park: the personal income tax of employees in the park is fixed at 9%, which is 25% less than the national common tax value.

Residents of the China-Belarus Industrial Park and their employees are exempted from compulsory income insurance. Employees who enter the park are exempted from compulsory insurance if their income exceeds the average monthly wage of the Republic of Belarus.

Residents of the park are added to the income tax of foreign organizations not operating through a permanent representative office in Belarus, including (know-how) information incentives, royalties in the form of licenses, concessions, utility models, processes, etc. at a rate of 5% (3 times less than the national tax rate);

Enterprises entering the park are not required to pay the new types of taxes established by the Republic of Belarus.

The above-mentioned preferential policy is provided for by the exclusive decree of the President of the Republic of Belarus.

"One-stop" service

For all the problems of enterprises entering the park, a "one-stop" all-round comprehensive service system has been established in the park. Investors and enterprises entering the park can go through administrative procedures in the park management committee.

The management committee independently and effectively handles the registration of enterprises entering the park, the deployment of construction projects in the park, the survey design and building permits, and other existing management issues of the park.

If other problems arise involving the authority of the state management department, the enterprises entering the park do not need to communicate directly with the department, and the park management committee is responsible for solving the problem.

Separate Jurisdiction and Protection

The good and stable investment climate in industrial parks is based on the international level, which is guaranteed by a special agreement between the Governments of the People's Republic of China and the Republic of Belarus. The agreement was ratified by the Republic of Belarus (Decree No. 348-З of the Republic of Belarus of January 7, 2012) and the People's Republic of China and entered into force on January 31, 2012.

The President of Belarus has issued special decrees at the height of national legislation: defining the boundaries of industrial parks, consolidating the status of industrial parks as independent territorial units of the Republic of Belarus with the system of special economic zones, detailing the management structure of the parks, including: the highest governing body of the park, the Intergovernmental Coordination Committee, the executive body - the Management Council, the management company, specifying the preferences and privileges in the park, providing additional guarantees for investors.

In addition to the guarantees provided for by the general laws and bilateral agreements of Belarus, investors enjoy additional guarantees for the free repatriation of profits earned in Belarus, and the preferential regime remains unchanged when new taxes are established in Belarus.
