Introduction to the

Project objective: To improve water supply and quality in selected cities, and to enhance the capacity of the Afghan Urban Water Supply and Sewerage Corporation to provide sustainable services, thus contributing to the country's management of outbreaks and other disasters.

Component 1:

Emergency response and recovery. This component will support the Afghan Urban Water and Sewerage Corporation to maintain critical water services in three major cities in Afghanistan. Water and sanitation services are an important part of preventing transmission and protecting human health during outbreaks. Maintaining water supplies will also improve the ability to respond to extreme weather events that may overlap. It is therefore essential to protect staff and assets and safeguard the existing operations of the Afghan Urban Water and Drainage Corporation. This will be achieved by funding short-term interventions by a number of strategic operational units,

These units include:

(a) Funding of critical operational inputs, such as processing chemicals that are at risk of exhaustion as a result of declining revenues and supply chain disruptions;

(b) Repair and replacement of priority water supply facilities, including Wells, pipes and pumps, water tanks, generators and chlorine dosing equipment, in order to maintain services during the pandemic;

(c) Provide rapid emergency water supply to high-risk areas and critical health facilities and support the delivery of high-priority water services by truck where piped water is not available. These interventions are based on the emergency plan developed by the Afghan Urban Water and Sewerage Corporation in support of the Outbreak Response Development Policy Grant, which was pre-developed to support the recovery and recovery of the water sector.

Component 2:

Sectoral reform, institutional strengthening and capacity building. This component aims to strengthen the capacity of the Afghan Urban Water and Sewerage Corporation and its Strategy Business group to provide safe drinking water to the population in a technically, financially, socially and climate-sustainable manner. Institutional strengthening activities will seek, as appropriate, to promote and strengthen the participation of the private sector for effective and sustainable service delivery. Technical assistance will provide overall planning and institution-building support to improve the operational performance of the WOMEN's Federation Safety Centre as requested by the Office.

In particular:

(a) Sub-component 2.1: Sectoral reform and strategic planning. The sub-component will provide technical assistance and building capacity, development by the Afghan Urban Water and Sewerage Corporation and selected institutions, implementation of water sector reforms, including preparation of sector strategies and identification of water use efficiency, implementation of policy and regulatory frameworks for private sector involvement in service delivery;

(b) Sub-component 2.2: Improving the financial and technical performance of the Nuclear Safety Commission: The sub-project will assist the Nuclear Safety Commission in building its capacity to design a systematic approach to improving its operational and managerial performance; Including financial management and reporting practices, optimizing tariff Settings, improving billing and collection, designing and rolling out systems, training in asset management and maintenance;

(c) Sub-component 2.3: Improving the social responsibility of Urban Water supply and drainage companies in Afghanistan. This component will finance project activities that will strengthen communications, social responsibility, civic engagement, women's participation and customer responsiveness of the Afghan Urban Water and Drainage Corporation, including an information campaign, the establishment of redress mechanisms in the water sector, and substantive community consultation on project design and implementation issues.

(d) Sub-component 2.4: Preparation of a feasibility study report for the second project. This sub-component will provide funding for the preparation of a feasibility study and environmental and social research report for the second project in the proposed series. This sub-component will provide funding for water balance development and monitoring of water use during the project, taking into account the impacts of climate change. It will also provide financial support for strengthening resilience planning and standards to facilitate the design of future climate-resilient facilities.

Component 3:

Ensuring inclusive access to safe water. This component will finance the implementation of the necessary water supply infrastructure to improve the source and quality of urban water supply, while enhancing sustainability and climate resilience by reducing pressure on aquifers.

Includes the following sub-components:

(a) Bulk water pipeline and water treatment plant: construction of phase I of the water treatment plant, the construction of a bulk water pipeline to transport water from the Dhahra Dam to the new water treatment plant;

(b) Rehabilitation and expansion of the kandahar urban water network;

(c) Advisory services for project supervision;

(d) Advisory services for the preparation of environmental and social impact assessments.

Component 4:

Project management and monitoring. This component will provide technical and operational assistance to support the Afghan Urban Water and Sewerage Corporation's project coordination team trusteeship at headquarters and project implementation units.

Component 5:

Emergency response component. This component will enhance the capacity of the Government of the Islamic Republic of Afghanistan to respond effectively in emergency situations in accordance with disaster prevention and preparedness procedures.
