Brief introduction:

Project objective: To improve urban infrastructure and strengthen maputo's institutional capacity for sustainable urbanization.

Details:

Component 1: Informal settlement upgrading. This component is designed to support the CMM in implementing a comprehensive informal settlements upgrading plan in maputo's most vulnerable communities. This includes improving urban infrastructure to reduce recurring flooding, increase access to and improve access to safe drinking water and sanitation facilities.

Sub-component 1.1: Rebuilding cities in response to the epidemic. During the first phase of implementation, the project will focus on the rapid deployment of small-scale, low-cost and scalable urban solutions to reduce the spread of the epidemic in maputo hotspots.

Sub-component 1.2: Comprehensive infrastructure upgrading for informal settlements. During the second phase of implementation, the project will focus on the rehabilitation and construction of larger and more complex urban infrastructure in selected informal settlements.

Sub-component 1.3: Socio-economic inclusion plans. In addition to physical infrastructure investments, the project will provide technical assistance to help THE CMM promote socio-economic inclusion and support job creation for young people in selected informal settlements.

Sub-component 1.4: Condition-based land regularization performance. The project will provide incentives in the form of PPCS to expand the goal of land regularization to enhance land tenure security for families without formal DUATs in selected informal settlements.

Component 2: Rehabilitation of maputo city centre. This component is designed to support the CMM's efforts to revitalize the city center by improving the stormwater drainage system in the city center to reduce flooding in lower areas.

Sub-component 2.1: Rehabilitation of urban central drainage systems. This component will support the restoration and expansion of the city centre drainage system.

Sub-component 2.2: Promoting socio-economic inclusion in urban centres. The project will help the municipal government implement a socio-economic inclusion plan for the most vulnerable in the city centre. The project will also provide funding for the development of an urban social cadastral system, which will be piloting the registration of vulnerable groups and monitoring the impact of urban socio-economic inclusion programmes.

Sub-component 2.3: Property tax reform performance fundamentals. The project will provide incentives in the form of the People's Bank to implement the necessary regulatory reforms and institutional reforms to improve municipal property taxes. This amount will be used for eligible expenditures upon completion of the PBC. Expected results and the number assigned to each PBC are recorded in a performance-based conditional matrix as part of the project results framework and monitoring.

Component 3: Sustainable urban growth. This component supports the CMM and promotes sustainable urban development in Maputo.
