Brief introduction:

Project Objectives: The development objectives of the project are to reduce the vulnerability to flooding in selected urban areas and to improve solid waste management in the targeted cities.

Details:

Component 1: Enhanced infrastructure and services to mitigate flood risk.

The focus of this segment is to mitigate the negative impacts of recurrent flooding through a hybrid approach that combines infrastructure including urban drainage and associated road works with solutions for erosion control and water retention. It also includes measures such as an early flood forecasting system and urban planning.

Component 2: Improving solid waste management infrastructure and services.

This component of garbage accumulates along the waterway, impeding the flow of rain water, which is a major cause of flooding. As long as garbage collection remains inadequate, flooding will continue to disproportionately affect people living in poor communities. The component is designed to help further improve the SWM system in the Autonomous Region of Abidjan, extend the model to other secondary cities, and optimize the system through better governance, reducing the amount of waste buried and using digital technology.

Component 3: Project management.

This component will support project management activities. Specifically, it will support technical Project Coordination Unit (PCU) assistance, equipment, training and Operational Cost Specialized enforcement Agencies (SIAs), including the establishment and implementation of integrated Monitoring and Evaluation (M&E) systems, as well as geospatial data, to train enforcement agencies in environmental and social management, complaint correction, procurement and financial management.

Component 4: Emergency component.

This emergency response component is included in the project as a project-specific emergency response component for emergency situations requiring assistance. In view of the increasing climate risks in Cote d 'Ivoire, particularly the risks of floods and droughts, THE Agency may request a reallocation of project funds to support mitigation, response, recovery and reconstruction. It is therefore recommended that an emergency response unit be established in order to respond quickly to emergencies. This will allow for rapid reallocation of project funds in the event of natural or man-made crises during project implementation.
