Project objectives: To improve the efficiency of transport and road safety agencies and to improve selected roads in the Himal State.

Project details:

Component 1: Build HP's transportation infrastructure and resilience capabilities.

Sub-component 1.1: Restore and run the HPRIDC and establish resiliency. Support Himachal Pradesh's initiative to :(a) create a corporate entity responsible for the strategic management of the core road network, major regional roads and other regional roads, as well as the maintenance of Himachal Pradesh's national roads to provide safe, resilient and good performance roads; (b) To enable the Company entity to operate HPRIDC; (c) Resilience of Himalayan roads in Himachal Pradesh to climate risks;

Sub-component 1.2: Commercial road maintenance and direct manual operation of HPPWD. Support Himachal Pradesh's initiatives to improve the efficiency of maintenance implementation and reduce maintenance costs by :(a) carrying out maintenance work based on commercial principles and achieving value by maintaining approximately 50 per cent of the country's core road network by performing maintenance by private contractors; (b) Maintenance of part of the national core road network by an independently organized HPPWD direct Labour unit under a service level agreement; (c) shall be kept in women's self-help group biological engineering solutions and after construction of mechanized maintenance, which at least 30% of the maintenance contract will be awarded to women's leading producers of group/SHG, SHG HPRIDC and women running along the road to the core network construction and maintenance of the ability of these groups (" operations management ") under the road maintenance plan regularly, And to provide skills training that takes a comprehensive approach, including enhanced technical and digital life skills training, financial and legal knowledge, to women-led groups through cooperation with government industrial training institutions;

Sub-component 1.3: Establish the Himachal Pradesh Department of Motor Vehicles, strengthen the transport sector of the Himachal Pradesh Department of Motor Vehicles, and develop logistics systems and strategies. Support efficient customer service and competitive, safe and clean transport in Himachal Pradesh :(a) strengthen management and improve vehicle management systems; (b) Strengthening the regulatory/coordination framework for transport services, including the establishment of a platform for coordination, policy development and planning of road infrastructure development and the regulation of transport services; (c) Adoption of the Strategic Plan for Multimodal Transport; (d) Integrating climate change scenarios and climate risk assessments into the planning process; (e) Development of logistics systems and strategies to stimulate horticulture and economic growth in Himachal Pradesh;

Sub-component 1.4: Preparatory work. Conduct feasibility studies and ESIA for 2000 km of roads, and prepare detailed project reports for upgrading 650 km and maintenance of 1350 national core roads.

Component 2: Improvement of selected roads to promote horticulture and overall economic growth in Himachal Pradesh. Support to improve the efficiency of the HPRIDC to implement road improvement projects at planned cost, time and quality, as well as financing to upgrade approximately 89.2 km of roads to improve the connectivity connecting small farmers' production and primary processing clusters to wholesale markets/SME clusters, 30% of the project's road maintenance contracts will be awarded to women SHG groups living in remote areas through the following methods;

Segment 2.1: Upgrade priority roads, including: Badi Sai Ramshahar Road (34 km) and Darhor Ladera Road (13.5 km), and provide funding for the supervision of all four roads under this segment;

Component 2.2: Upgrade part of Mandi Rewalsar Kalkhar road and Raghunathpura- Mandiharpura -Bharari.7km.

Component 3: Enhance road safety.

Sub-component 3.1: Promotion of the "Safety System". Strengthen law enforcement in three pilot areas to help reduce road fatalities :(a) strengthen the road safety team under the HPDOT transport authority, mainstream the National MVA Act of 2019, strengthen the data management system, and establish a system linking hospitals providing post-accident care with the national transport police; (b) by providing monitoring equipment (used for speed control accident record CCTV camera, etc.), variable information system (VMS), strengthen the national traffic police patrol, communications equipment and optical fiber connection, training the national traffic police, establish the ambulance, first-aid kits, tools, communication system, cranes, trailers and other support emergency response system; (c) Promote community-based road safety programmes in pilot areas to support law enforcement and emergency response by organizing, training and equipping volunteers in accident-prone areas; (d) Road safety advisory services to develop action plans for state traffic police and the HPDOT road safety team and to provide training for state traffic police and volunteers from local communities who support law enforcement.
